If you have purchased a ship or are going to carry out technical management, including be responsible for the implementation of the International Conventions and ISM & ISPS Codes, MLC 2006 requirements on board, you will need to prepare:
- the necessary documents (registration documents of the Company, an agreement on ship management between the owner of the ship and your Company, an agreement on crew management, etc.), register the Company in the IMO database and get the IMO number of the Company;
- documentation on the Company's SMS (ISM Code, p. 11);
- Ship SMS documentation (ISM Code, p. 11);
- MLC, 2006 documentation for a Ship (DMLC Part I), including: On - board complaint – handling procedure, Declaration of Maritime Labor Compliance, Part II;
- Plan and procedures for recovery of persons from the water (SOLAS III / 17-1 MSC.338 (91));
- Procedure for entering enclosed spaces aboard ship (IMO Resolution А.1050(27));
- Cyber security management plan and procedure (MSC-FAL.1/Circ.3);
- Procedure for maintenance and monitoring of on-board materials containing asbestos (SOLAS II-1 / 3-5.2.1, 3-5.2.2 and 3-5.2.3, MSC / Circ.1045, MSC.282 (86));
- other ship documentation;
- - SMS / ISPS / MLC, 2006 documentation implementation plan in a Company and on board ta ship.
The above documentation is subject to review and approval by the Class Society.
After receiving the IMO number of the Company, you will need to go through a Class Society Company certification procedure. Based on the results of the audit by a Classification Society, your Company will be issued an Interim Document of Compliance with the ISM Code requirements.
Then, on board a ship, audits will be carried out by a Class Society, according to the results of which Interim Safety Management Certificate / International Ship Security Certificate / Maritime Labour Certificate with a validity period of 6 months will be issued.
During an ISPS survey of a ship, Ship Security Plan will be reviewed and approved by a Class Society and a Ship Security Plan Approval Letter will be issued.
During the validity of the ISM / ISPS / MLC Interim Certificates, your Company has time to implement the above ISM / ISPS / MLC, 2006 documentation on board.
During the validity of the ISM / ISPS / MLC Interim Certificates, your Company has time to implement the above ISM / ISPS / MLC, 2006 documentation on board a ship.
After 3 months of implementation of SMS / ISPS / MLC, 2006 documentation in a Company and on board a ship, and conducting internal audits with positive results, a Company has the right to submit appropriate requests to a Classification Society to conduct audits of the Company, and then a ship under ISM / ISPS / MLC, 2006 requirements, based on the results of which the following will be issued:
- to a Company, Document of Compliance with the requirements of the ISM Code, valid for 5 years with annual confirmation of validity;
- to a Ship, Safety Management Certificate / International Ship Security Certificate / Maritime Labour Certificate with a validity period of 5 years with intermediate confirmation of validity.
